    Atambayev to assume KG presidency December 1

    BISHKEK – Kyrgyz President Roza Otunbayeva November 15 signed a decree setting December 1 as President-elect Almazbek Atambayev’s first day in office, Fergana News reported November 15.

    Under the country’s new constitution, Atambayev will serve one six-year term. He resumed his duties as prime minister November 14, Kyrgyz cabinet members told Radio Free Europe/Radio Liberty. Atambayev stepped down in accordance with the law to run for president.

    Meanwhile, the NGO Coalition for Democracy and Civil Society November 15 presented its report on the conduct of the election. The organisation prepared 74 complaints of election-day violations, Coalition Director Dinara Oshurakhunova said, including 15 cases of voters’ names being absent from rolls and 12 cases of ballot-box stuffing.

    The election showed the CEC needs to raise penalties for local election commission members who violate election laws and to be more careful with voter rolls, said Gulnara Dzhurabayeva, a CEC member.

    However, critics should understand the CEC worked under difficult conditions, with the political parties unable to aid the election-monitoring process, she said.
